After some more testing, I may have a lead. I found one of our ISPs servers (which I can route mail through) fails. This has allowed me to consistently reproduce the problem.
I did some more searching on similar problems with R5 and found record of DNS problems. I have been using a Win2K DNS caching locally on the Notes Server. To my surprise I found that stopping the DNS service seemed to correct the problem. I have changed my servers DNS settings to use my ISPs DNS (but left the Win2K DNS running), so now we wait and see...
